MAINLAND
Government - The
Ministry of Labour and Social Security (MOLSS)
The ILO works with the Ministry of Labour and Social Security
(MOLSS) in areas of Government involvement. Mr. Zheng Silin
was appointed Minister in March 2003. As one of the 10 chief
industrial important countries, China is a permanent government
member of the 56-member Governing Body of the ILO.
Workers - All-China
Federation of Trade Unions (ACFTU)
In recent years, the ILO has also intensified its technical
cooperation activities with the All China Federation of
Trade Unions (ACFTU). A primary area of emphasis is methods
of collective bargaining in enterprises, especially important
after the promulgation of the labour law. In addition to
industrial relations, the ACFTU has a strong interest in
protecting workers from occupational diseases and accidents.
The ACFTU regained, after a 12 year interval, its seat as
a deputy workers member of the Governing Body of the ILO
in the 2002 election held during the 90th International
Labour Conference in Geneva. Mr. Xu Xicheng, Vice Chairman
of the ACFTU, is the deputy workers member.
Employers - The
Chinese Employers' Confederation (CEC)
The China Enterprise Confederation (CEC) is the largest
employers' organization in China and represents Chinese
employers in the ILO. To increase its ability to act as
an employers' organization in a market economy, the ILO
has assisted in activities such as consultations, seminars,
surveys and studies on labour relations, management development,
small and medium sized entrepreneurship, cleaner production,
safe use of chemicals in the workplace and strategies for
business success.
HONG KONG
Hong Kong has a
great number of workers and employers organizations. The
ILO does not work with just one but attempts to be as inclusive
as possible of the many representatives of its tripartite
constituents.
The Labour Advisory Board (LAB) chaired
by the Commissioner of Labour of Hong Kong is a non-statutory,
tripartite board that advises the Commissioner on labour
issues. The LAB has 12 members with half of the members
from labour and the other half from employers. The ILO maintains
close contact with LAB and has held several infromation
meetings on the ocassion of visits to Hong Kong by senior
ILO officials.
Government - Department of Labour
The Hong Kong Department of Labour administers and enforces
the labour laws of Hong Kong.
Workers - There are a number of
trade unions that are involved or participate in ILO projects
and activities. The Hong Kong Confederation of Trade Unions
(HKCTU) is one of the largest representatives of workers
and is affiliated to the ICFTU. The Hong Kong Journalists
Association and the Hong Kong Professional Teachers Union
are among a group of organizations representing particular
trades and professions.
Employers - There are a number
of organizations that represent the interests of employers.
The Employers' Federation of Hong Kong is one of the organizations
recognized by Hong Kong to represent employer issues before
the ILO. The Hong Kong General Chamber of Commerce, Federation
of Hong Kong Industries, and the Chinese General Chamber
of Commerce are among the group of employer representatives
who sit on the Hong Kong Labour Advisory Board.
