The ILO Beijing
Area Office carries out the International Labour Organization's
(ILO) programmes and activities in the People's Republic
of China, including the Hong Kong and Macau Special Administrative
Regions (SAR) and Mongolia. Using ILO's tripartite approach
of close collaboration with government, workers, and employers,
the Beijing Area Office strives to promote decent work for
all workers. The Decent Work agenda involves promoting the
ratification and implementation of international labour
standards, protecting workers' basic interests and rights,
improving conditions of employment and promoting social
dialogue among ILO's tripartite constituents.
Specialists on the ILO East Asia Multidisciplinary
Advisory Team (EASMAT) based in Bangkok, Thailand, along
with experts from ILO Headquarters in Geneva, provide technical
support for the Beijing Area Office's projects and activities.
These specialists, from both offices, provide technical
assistance to constituents according to their needs in the
field of workers' basic interests and rights, employment,
labour administration and industrial relations, occupational
safety and health, social security, vocational training,
and other related issues of the world of work.
In 2001, the ILO and the Ministry of Labour
and Social Security signed a Memorandum of Understanding
(MOU) outlining their combined efforts to implement the
Decent Work agenda in China. The MOU has been followed up
with specific projects and activities.
There are currently two ILO Projects housed
in the Beijing Area Office. The ILO Project on Improving
Human Resource Management and Labour Relations in Chinese
Special Economic Zones (HR/LR Project) and the ILO-Japan
Inter-Country Project on Strategic Approaches Toward Employment
Promotion (ILO/PEP). The HR/LR Project is in response to
the need for a well-trained and skilful labour force and
sound labour relations. This Swiss-funded Project hopes
to help China meet the need for human resource development
and management, as well as increase enterprises' ability
to fairly deal with labour relations. The ILO/PEP aims at
assisting the Ministry of Labour and Social Security in
developing employment creation strategies for un/underemployed
people. The Project is funded by the Government of Japan.
The first phase focused on rural areas and was completed
in 2001. The second phase will focus on re-employment of
urban, unemployed and laid-off workers.
The current director of ILO Beijing Office
is Mr. Djankou Ndjonkou. The Office is located in the TaYuan
Diplomatic Office Building in Chaoyang District of Beijing.
