B. Review Comments
The United States, Department of Labor, Occupational Safety and Health Administration (OSHA) promulgated the Voluntary Protection Programs (VPP) in the early 1980s as a means to recognise organizations that implemented and maintained strong OHS programs. It is a voluntary program and as of August 1998 had over 400 approved sites. The VPP model has been used in OSHA as the template for other OHS program activities, including the development of OHS program guidelines in 1989 and consideration of an OHS program standard in 1996.
The VPP is strong in the area of employee participation. This is a primary variable in the VPP approach. Two OHSMS variables are missing in the VPP: regulatory compliance/OHSMS conformance, and hazardous material management.
